Protection Manager

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

DRC is implementing General Protection, Gender Based Violence and Child Protection programme in 6 camps (6, 8E, 8W, 10, 11, 12) and 2 host community locations (Rajapalong and Palongkhali Unions). DRC’s general protection programming consists of three main activity areas: i) Case management (including individual protection assistance) and referrals; ii) Community-based protection including establishing gender, age diverse groups and committees and conducting awareness, sensitization and capacity building on the identification, prevention, and response to protection risks; iii) Protection monitoring. Child protection programme includes identification, tracing, reunification, PSS, positive parenting, awareness raising, capacity building, CFS and MPCAC Gender Based Violence programme includes case management, referrals, PSS, protection NFI supports, running safe spaces and community centers, awareness raising. Protection manager will support a transition towards more integrated protection programming. This may include building capacities of caseworkers to support GP, CP and GBV cases, revisiting the CBP curricula so that it is streamlined with the prevention work being implemented by CP and GBV teams and mainstreaming inclusion and age, gender, diversity (AGD) approaches across programming.

In addition, the primary objective of the Protection Manager will be, together with the Area Manager, Head of Programme and the Protection Coordinator, to ensure the timely and effective delivery of DRC’s overall activities in the assigned locations, ensuring activities comply with technical standards, and supporting the mainstreaming of protection to other program sectors. The Protection Manager will line manage six team leaders, and lead a team of 30  protection staff.

DUTIES & RESPONSIBILITIES

General Management

  • Ensure high-quality project implementation and further development of DRC’s GBV, general protection and child protection programme, both targeted and integrated, in accordance with donor and DRC policies, regulations, and accountability framework, as well as in line with agreed log frames/indicators, budgets, procurement plans, work plans, and M&E plans.
  • With the support of the Protection Coordinator, ensure technical guidance and SOPs are in place and adhered to by the team.  Together with the other protection teams and protection coordinator support in the development of and adherence to internal Standard Operating Procedures for integrated protection programming. 
  • Together with the protection coordinator and other protection managers promote joint work across all protection teams (GBV, CP, and protection monitoring) as well as non-protection sectors to enhance the quality of programming and a holistic approach to addressing safety risks.
  • Conduct protection mainstreaming activities, especially in regard to partner programming, ensure age, gender diversity and inclusive approaches are also mainstreamed across programme implementation.
  • Provide strategic direction and mentoring to case management and community based protection officers and seek ways to ensure closer complementarity/alignment of their work with that of other protection units (GBV, CP and protection monitoring). This includes through trainings and capacity building, revisiting CBP curricula and expanding the skillsets of case workers to support ‘light’ GBV and CP cases or provide support to protection monitoring teams.
  • Effectively manage DRC project resources and facilitate the strengthening of program management capacities across the team.

Grants Management & Reporting

  • Participate in the development of proposals, budgets and concept notes in coordination with the Protection Coordinator, Grants team, and HQ Technical Unit.
  • Manage and oversee grants; develop and maintain work, spending and procurement plans for all projects. Participate in Grants Opening, Mid-Term and Closing meetings.
  • Prepare internal and external reports within agreed deadlines using DRC and donor formats, as required.
  • Ensuring effective implementation of M&E systems throughout the lifetime of the project.
  • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to DRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the Finance department to ensure accurate expenditures and reporting.

People Management

  • Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
  • Line manages several Protection Team Leaders and oversee a protection team 30 staff.
  • Set clear objectives for protection staff under line management and do timely performance evaluations.
  • Conduct recruitment of protection staff as needed, and ensure general protection staff capacity development, including on-the-job coaching and mentoring, as appropriate.
  • Conduct regular management supervision sessions for staff of the protection unit.

Programme Development & Strategy

  • Ensure close alignment of protection programming with the DRC country, regional and protection and advocacy strategies. Support Protection Coordinator in the updating of the protection strategy and any review processes.
  • Proactively identify, assess, monitor and implement measure to reduce or control risks that may impact program delivery, quality or compliance.
  • Lead on or contribute to assessments and context-appropriate research aimed at generating a strong evidence base for DRC protection programming, as well as informing DRC advocacy.
  • Work closely with Protection Coordinator and Protection Information Management (PIM) Specialist to strengthen and digitalize data collection and processing tools for protection.

Monitoring, Evaluation, Accountability & Learning

  • With the Protection Coordinator and MEAL Manager, ensure a MEAL plan is in place and implemented for project activities.
  • Monitor and support adherence to grant work plans, spending plans, and monitoring and evaluation plans, and timely delivery of donor and management reports on general protection activities.
  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards.
  • Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for DRC MEAL purposes.
  • In collaboration with MEAL/IM teams and the protection coordinator, support on discussions /provision of inputs for updating the design of the CM/referral database, ensuring the CM teams are capacitated to use the platform appropriately and systematically and accurately uploading data.
  • Together with MEAL review and ensure all data protection protocols are in place and adhered to within the teams.

Coordination & Representation

  • In consultation with the protection coordinator participate in protection working group meetings and other relevant working groups within the coordination mechanism as required, including by sharing findings and any issues of relevance and/or concern related to the local context or broader trends.
  • Liaise with partners, camp officials and local government authorities. This includes attending camp-level coordination meetings, participating in service mapping, establishing a relationship with and following up on approvals for project implementation with camps-in-charge.
  • With the support of the DRC Protection Coordinator, ensure internal coordination and harmonization of DRC General Protection activities with DRC’s broader humanitarian response – including CCCM, Shelter/NFI/infrastructure, livelihoods.
  • Promote improved understanding of protection issues among all relevant stakeholders, including government officials, and ensure the observance of international protection and humanitarian law standards.

Other Duties

  • Any other relevant duties as requested by the line manager.

SKILLS AND EXPERIENCES

  • An excellent professional track record with a minimum of 5 years of relevant work experience, technical knowledge, and significant experience working in refugee contexts delivering protection services at least general protection or child protection or gender based violence.
  • Knowledge of and experience with Protection Information Management System including an understanding of conducting data collection within case management and community engagement activities, and data analysis.
  • Proven experience in capacity building and mentoring of staff; strong cultural sensitivity and experience working with persons from various backgrounds.
  • Demonstrated ability to think strategically, plan and manage own time effectively, prioritize and meet deadlines. A high degree of flexibility with respect to working hours.
  • Demonstrated experience in team management, including previous experience in the direct line management of staff.
  • Ability to multi-task and oversee interventions in different field locations concurrently.
  • Solid experience in project cycle management, including proposal writing, budget management and donor reporting.
  • Proven experience of capacity building and training, including preparation of materials and facilitation, particularly on the topics of human rights, protection mainstreaming, community-based protection, protection information dissemination.
  • Excellent English writing ability and verbal skills for project proposals, reports, and communications.
  • Strong work ethic and ability to take responsibility for own actions.
  • Knowledge and previous experience of the Rohingya refugee response in Bangladesh
  • Sound knowledge and experience of ECHO, BPRM funds management is an asset.

EDUCATIONAL QUALIFICATIONS

  • University or graduate degree in Social Sciences, Development Studies, International Relations, Psychology, Social Work or other relevant fields.
